Bemoaning the Inability to Repatriate Refugees from Niger to Host Communities

Governor Babagana Zulum of Borno State expressed regret over his administration’s incapacity to relocate refugees
and internally displaced persons (IDPs) back to their host communities. He attributed this challenge to the
insecurity stemming from the change of government in Niger Republic. Instead of repatriation, Governor Zulum’s
 administration is offering alternative relief by empowering the displaced individuals with agricultural and
technical assistance to sustain themselves while residing in temporary camps.

During a working visit to Damasak, the headquarters of Mobbar Local Government Area, Governor Zulum reiterated
these sentiments. Damasak, situated on the bank of Lake Chad, approximately ten kilometers from Diffa Province
in Niger Republic, serves as a crucial community profoundly affected by the Boko Haram insurgency. However,
the military has successfully reclaimed the area from insurgents. Due to its proximity to Lake Chad Basin,
Damasak is a focal point for agricultural, fishing, and pastoral activities, making it a vital hub in the region.

The influx of internally displaced persons and refugees from Niger Republic into Damasak has strained the
infrastructure in the camps. Governor Babagana Zulum’s visit aimed to assess the situation and explore available
 options to address the challenges faced by the community.

Several returnees shared their experiences, illustrating the dire circumstances they faced. Mohammed Haruna,
a refugee from Niger Republic, lamented the seizure of their farmland following a coup in their country,
compelling him to seek refuge in the camp to provide for his family. Fanta Walikutu, another refugee, recounted
the neglect they experienced under the military regime in Niger Republic, prompting her decision to return to
Damasak in search of survival.

Governor Zulum also oversaw the distribution of relief materials to the refugees and pledged to designate two
petrol stations in the community to facilitate the subsidized distribution of petroleum products to farmers.
